Basically, no.

You could clone each sim, but you can't copy the existing sims.

Save the whole neighbourhood and just drop it right back in the game after the re-install.
Keep that file as a backup and then re-make the hood how you want it - evict sims, bulldoze lots, kill sims off etc etc.  Just don't delete sims in the simbin and don't put occupied lots in the lotbin.  If you do either of those by mistake - start over with that backup.

Sick of Bluewater?  Try Sedona or Meadow Lawns instead.  Meadow Lawns is a whole neighbourhood built to explore OFB.  Sedona is a sub'hood you can install as a permanent alternative to Bluewater - it's an "out of this world" experience!  www.moreawesomethanyou.com/cwykes

If cloning them still means there playable in the new neighberhood im fine with that.

Make sure you search on "clone sims" and read the tutorials.  Cloning is essentially rebuilding the sim in Bodyshop and CAS.  You will also need SimPE.

Without a fair bit of work, rebuilding memories etc., your cloned sims will not remember their friends or extended family, they may not have the same aspiration or interests, the same job, business perks, badges, skills...

If you want to keep your hood and sims exactly as they are, make a copy of your neighbourhood folder and drop it into your game when you have it reinstalled, as suggested by cwykes.

The easiest thing is to keep your existing neighborhood and just adjust the neighborhood terrain and lots.  Unless you specifically want to remove all of your sims' memories, relationships, achievements, etc.

There's a way to completely replace your neighborhood terrain with a new one.  Search here for a thread about how to do it, or on MTS2 for a tool.

Thank you, empires, for using the apostrophe key in the future so that we can read your posts.

Actually, I believe that s/h/its sentence was missing commas, not apostrophes. Also, they didn't spell "Neighbourhood" correctly, putting aside the optional U. Still, you show promise as a grammar ninja.

I see many errors, but nothing bothers me more than the non-word 'dont'.

Edit: Ha ha! I didn't remember that tomorrow was Grammar Day!

I don't want the neighberhood I just need to clone the sims.

What's the difference between moving sims from A to B, and replacing A with B?  Huh The latter is *much* simpler and the outcome is the same.
