I have downloaded some grteat flat terrains from MTS2.

I can't see that you need a completely flat terrain - just that a large area of it should be flat, and where you hit a hillside is probably a good place for those 1 x 3 lots, there's often enough room for them before the slope begins, and putting them in a lot of places means a whole lot of wasted space between roads.
