Well, neat sims get into a murderous rage over ANY puddle, including ones made by their (sloppy) loves-of-their-lives in the shower. Hence Pescado's 'nopuddlerage' hack, which nerfs that silly nonsense.

The penguin will show up pretty much any time if you leave a fish laying around where it can get at it (usually).
