For your trashy trash needs, MSBarrows and CycloneSue from TSR. Then MTS2. Search for "dirty" "junk" and "trash".

True, all the best junk from TSR! ;) And Aikea Guinea and Gelydh's clothing for that trashed, "I slept in the park" look.
My Urban Jungle started that way, but most of my sims have started "gentrifying" their neighbourhoods now, and all available teens have either gone off to college, some have come back summa cum laude, and some are still waiting to be old enough to go (I make them wait until they only have a day or two before they grow up) so I'm having to give them some new furniture and I rather think one or two should stop going around barefoot now!

My current 'hood is Queen's Cove (and really, this should be the last Sims2 'hood I have). It's kind of going in the opposite direction. Prosperity 'hood, oosely based on how Plasticbox does his 'hoods. Very OFB reliant. The first four houses are nice-to-extravagant and in this area called Badger Square. The fifth is a glorified shack thrown to the other side of the island. The business owners will always have nice houses, but now that Iyana has started up the lower class, there will be more of a variety in the quality of living. The Nuturing Bigfoot Ninja leaves his home in the woods periodically to visit the beach in all his hairy splendor. And Edmund, the resident sexist pig, has just given birth to the 'hood's first Alien Overlord.
