Lots can temporarily hold more sims, but as a long-term this, this causes serious problems and is best not done.

is there a short-term max, or a likely safe number?   22?  75?  say, for 2 or 3 sim hours?

If you're performing a highly unrecommended mass-neighborhood-migration, in theory, any number of sims can be crammed onto a lot as long as they don't move out more than 8 at a time. However, all of this is generally unrecommended. Under even unusual conditions, a lot should not exceed 10-12 people, and even then not for very long.

I am currently playing a 12-sim dorm. I used Simlogical's teleporter plus painting to move the extra 4 in, just to see if it would work. They are now midway through junior year. I can't wait til they're done, I would never do this again. It's a pain to have so many of them, too much pausing to make sure they've all gone potty, etc.

It's actually not so bad if you make use of Macrotastics "College Rampage" and "Power Idle" options.
