I am trying to Control+Click my apartment dwelling Bridgeport sims to make them "Chosen" and I don't get the "Make Sacred" option. Is there a different approach to making these people Chosen or is it just not possible right now?

Unable to discern any reason why you can't. Do other options appear, or is something simply interfering with the click so you can't actually click them at all?
