Yep, those are recolors. I have those male clothes already. You can just recolor them in CAS yourself to look like that pic.

OK, this topic title might be slightly misleading.

So three of those items  are lots?

I had two lots from the German mag earlier, but they were family lots not the standalone houses.  Are these the same?

why does EA release content in other countries that's different?

Decoration, interior architecture, fashion, preferences differs from country to country. You may get their version differences when you visit sites from other countries.
