Empty Common areas

Would anyone know what would cause playables to stop showing up in common areas?  I've taken out all hacks and they still do not show up.  I even went so far as to reinstall AL. They used to drive me crazy playing on the playground, in hot tubs or swimming pool, monopolizing the pool table or chess tables, at all hours now there is no one, ever.

I downloaded it, but since my comptuer is being crap and not letting me play for more than 5-10 mins at a time, I havn't had a chance to really see it in action.
