Is there a way that you can plan the sims outerwear? It really annoys me that you can buy new outerwear but can't change into it. Or am I just overlooking something...

You click on a "non-customized" dresser to plan outerwear. If you have custom dressers that haven't been updated for Seasons, the option won't be there.
