Yes, they are being fulfilled without being locked.  I just had a child complete something that must have been life of luxury when I wasn't looking.
She got the points for it, but the LTW slot stayed open.  I've selected a new LTW and am waiting to see what will happen when that's fulfilled.  If I remember correctly from last time it just changed the badge to completed without awarding any points.

Edit: Picking a new LTW made it show as completed within a few minutes, even though it isn't.  No extra points given.
She now appears to have completed "Master of the Arts", despite having a guitar skill of 3 and art of 5.

I'm not sure if this is a bug or a feature, but I've noticed that FulfillWantsWithoutLocking also fulfils Lifetime Wishes.  It's particularily troublesome with "Living in the Lap of Luxury", "The Perfect Garden", "Presenting the Perfect Private Aquarium", "Bottomless Nectar Cellar" and those kinds of wishes where no effort is required if you just happen to be born into the right kind of family.  It seems a bit cheaty to me, I never let sims pick those lifetime wishes unless they can do them from scratch.

2. The bug seems indeed be related to the sending sim of a mail disappearing from the world.

Even besides the grammar, that's not right.  When my sims receive 17 boxes of crap in the mail it can't possibly all be from mysteriously vanished sims.  If so, the "vanishing issue" would be very noticeable.

I think my game might have caught the same disease.
I haven't had time to experiment thoroughly to pin it down, but the symptoms are the same: Game crashes to desktop while saving.  Crash log analyzer blames custom content.  And the problem started yesterday after a prolonged building session.

Edit:  This seems to be a building bug.  I can save normally if I haven't done any building, and minimal test building also seems to be OK, but any serious remodelling crashes the game.
Initial tests with custom content removed seems to indicate that this is indeed a CC issue.  Initiating binary search now.

Edit 2: Bug testing this has been hopeless.  Two factors makes it difficult, a) it only happens after doing non trivial changes in build mode, and b) the crash happens while saving.
So I did two rounds of binary search, first by opening the game with no CC, fooling around in build mode, razing some walls, changing the roof and adding a staircase, then save.  If/when there was no CTD new CC was tested in the same save.
After going through all my CC in that way without a single crash I figured that overwriting the same save over and over could be the problem, so I went through the whole process again using a fresh copy of the original save.  I did manage to reproduce one crash, but the only CC left at the time was some accessories, and I'm having a hard time understanding how a pair of glasses could fuck up building.  Either way, no more crashes could be reproduced when ploughing deeper through the accessories.
I give up.

I would like to second this request. I encountered the ghost hunter bug yesterday and looked into it. Dozens of similar reports since Supernatural came out and no official fix yet.

I'm glad that the suggested mod worked for somebody else but it doesn't appear to be up to date with the most recent patch and is not working for me. Are you running a game patched up to 1.47 and this mod is still working for you?
I have been busy with other things lately, but yes, I seem to be having crashes after the patch.

I haven't really tried my hands at updating mods before, but it seems to be working.  See attachment.

I used this hack to get rid of the gifts, love letters and date calls.  My game instantly became considerably more pleasant.

On an unrelated note:  Wedding gifts also appear in the mailbox as omni plant, but do not crash the game.

I've been trying to make a mod to stompinate the creepy love letters and stalker gifts, but so far I've been unable to find the correct resources.  Does anyone have any tips on what to look for?

I just got a new laptop  ( Windows 8 ) so I started sims to make a new game and I made a werewolf male and hit randomize (because I'm too lazy to go through each and every slider) and the mouse just keeps spinning and loading even though the sim had already randomized itself.

I've noticed this too.  Whenever I create supernaturals in CAS I make sure to do all the work while they're still human and change the species at the very end.

This isn't caused by awesome mod, it's an EA glitch. It happens when a sim sends you a gift(omniplant) or letter(bills) then stops existing before your sim collects the mail.

I find this very hard to reconcile with the sheer number of boxes I keep getting.  Household of three adult sims receive something like two to four boxes a day.  No way are townlies evaporating at that rate.

I was given to undestand that the 'Omniplant' gift boxes were in some way related to having too many large stacks of collectibles (and some suggestion that it is specifically triggered by uncut gems and/or unsmelted ores) in your Sim's inventory.
I have an awful lot of adventure relics stored away.  I'll get rid of those and see what happens.  At the moment I don't have all that many unrefined gems, but I'll clear the dog's inventory and cut the ones I have.

On a completely unrelated note: From what I see, love letters are not delivered by the mail man; they just appear out of nowhere.

Update: No discernible difference detected.  Still getting tons of bad presents.

This sound a bit like what happened in the old days of Sims 2, when paranoid people would mark their saves as Read Only.  But I don't really believe that's the case here, but it might be worth a check.

I suspect the "omni plants" of not being omni plants, but rather those creepy stalker gifts.  I seem to remember there being such a thing (paintings and flowers?), along with the love letters, before this started happening in my game.  I haven't had any since.
The hover text says omni plant, but that doesn't have to mean anything as the hover text on the love letters says "bill".

It worked the first few "years", but for several springs there hasn't been any eggs.
Any idea what's causing this?  Or any clue on how to fix it?

I just noticed a minor annoyance:  WA keystones no longer stack in a sims inventory.  Also a small related request: Would it be too much to ask that big inventions stack? The Master Inventor Challenge gets very annoying when you have to get rid of the hundred floor hyginators in the inventory.
