I have tried every thing on the net I can find and still haven't found a way to translate the stuff packs I bought from Thai to English.
Can any body help me please?

I have Vista, and no regedit doesn't work with my OS's setup.

Maybe it's set up like MS home edition where you have to be in the separate admin account in order to be able to do anything remotely useful. I don't know, I have avoided Vista after my first run in with it when I set up a frend of the families computer.

Why doesn't regedit work? Coz you are not the admin? But I guess if you aren't the admin, you can't install games, right?
If you are not the admin to the OS, there's no way we can help. Sorry, dude.

using resedit to change language works how ever with vista you have to go to wow6432node then ea games

IIRC, I vaguely recall hearing something years ago to the effect that the Thai version was censored in a way that other language editions weren't.  If this is the case will a simple registry change solve the OP's problem?

I think I remember seeing a hack that fixed it or a thread that dealt with fixing it, but it was a long time ago, definitely pre-MATY, possibly on VS when that site still existed.  I'm hoping this vague information will jog someone else's memory - someone with a better memory than mine.

I think the hack you remember was to remove the underwear from the sims- in the Thai version there is no nude skin, they are still partially clothed in the bath as well as censor blurred. So it is feasible that the Thai version does not have any other language sets included.

nothai is a seperate item from the Engrish US/UK registry hack. NoThai was about removing the Thai version Underwear Behavior, while leaving the game itself still in Thai. Engrish is a dismaintained registry hack that you can run which will edit your localization between EN_US and EN_UK, which was formerly behind the 12/24 hr clock, and a few bugs. I haven't updated engrish.zip in awhile though, mostly because I haven't needed it, so it's a bit out of date and doesn't cover the more recent expansions, but it is fairly trivial to make the changes yourself to the .reg file by copypasta.

Regedit - HKEY_LOCAL_MACHINE - SOFTWARE - WOW6432NODE - EA Games - then go to game needing patch - 1.0 - Language - and for English change Hexadecimal value to 1.

That's only if you have the 64 bit edition of pista as noted above.
