Looks like an ugly recolour of one of the decorative sculptures.
Enable moveobjects and delete it, or use Pescado's stuck item remover.

It looks like its a Lod from the big maxis Urn. Is there an Nighbour with this Urn in his Garden ? Maybe the Lod is missplaced had this happen with a vase.Others with Gravestones or stocksigns.
