Does anyone know why this sometimes happens in one of my neighborhoods?

There is no functionality anywhere in the code for blacking out parts of the interface. Therefore, any such behavior represents some kind of malfunction external to the game itself, probably a driver or hardware issue.

Happens to me when a neighbourhood starts using loads of memory, usually an indication that it is about to explode and it's time to evacuate.

Can you tell us what make your graphics card is and how much memory it has?
Sometimes it isnt your card alone, but like was said, drivers and other things can also influence.
Amount of custom content sometimes messes up games too.

(I had issues with Morrowind befor I realised that the game was loading *everything* I had into the thing, not just what I was actualy using at the moment. This game me a time of around 28mins before it crashed me to desktop. Once I restricted myself there to a smaller amount of mods that used *new* textures and reused more in game ones, I was fine. This might be a similar thing?)

Its an ATI radeon HD 4200.  The driver is up to date.

It does make sense that it is a cc issue, because this probably my the neighbohood with the most actively used cc.  Thanks for all the input.

You should take a look at your CC too. What has happened in your game will happen in my game if I have added a new piece of CC that is either incompatible with other CC already in my game or is dodgy.

I've checked my cc with Delphy's Dashboard.  Besides that there isn't much to do is there?

So do I but I wouldn't trust it to catch everything. I put any new CC into a separate folder then load my game and see if it plays nice. If my game lags stupidly, behaves in a way that it didn't before, or something turns black the CC is dumped.
