So after extensive testing. I removed my downloads folder and played a family that had no custom content for 20 minutes. No noise. So I added my downloads and played another family for 20 minutes. No Noise. So I added one category of my hacks to the hacks folder at a time (divided by, twojeffs, pesacado, crammyboy, simlogical, riskywhoohoo, mst2) and tested each for twenty minutes. By the time I added the folder that had the most hacks in it (JMP's because it has the MATY Director's Cut in it) I had no instance of the noise.
So I've been playing for a hour with all hacks installed and no noise. *Sighs* So weird. Not going to complain as long as it doesn't come back. Maybe I had something that needed something else to work first and I installed them in the wrong order.
Oh well, thanks everyone for all your help.

Some of this is almost verbatim from the guide:
According to the guide you have a random chance to gain a skill point EVERYTIME the date goes up a level (not counting times when you LOSE a level and then gain it back) during an outing with a group of sims you get one chance PER MEMBER OF THE GROUP when you gain a level. So, outtings are better chances for gaining skill points than dates. I don't know the percentage of the chance, but I've been dating like a mad woman since the EP came out and I have gained skill points ONCE. The guide also says you can gain more than one skill point on a date, and they are all added on at the end. You can gain skill points from people in the same household as you.
If you are dating someone who is in the same career path as you AND they are above career level 3 there is a chance your sim could get a promotion the next time they go to work. This does not apply to sims living in the same household.
Surprise gifts are randomly chosen from the list of of gifts from each score level. The higher the score, the more valuable the object. A dream date can deliever a piano or an expensive stereo while a good date will bring a garden gnome or a remote control car.

Hmm I do have the Audigy ZS Soundcard. I know it is coming from the pc though as it is still audible when I have the headphones plugged in or the game muted. I will try getting different drivers. (AGAIN) Thanks for that!
Coulda sworn I had windows XP though....

It was a thought. I have the Sims 2 DVD, though, maybe that makes a difference? KOTOR II was released a few MONTHS too soon. I am eagerly awaiting Team Gizka to finish restoring the lost content. Even if it means Atton may die.

I am going to try a reinstall when I get home tonight, maybe something got corrupted when I purged my downloads after installing OFB. I got tired of the long as heck loading times so I deleted everything from my download folders. Maybe there is a townie running around wearing a hair and make up I don't have anymore and it's FUBAR'D something.

I do know what you mean about bug inconsistancies. I don't get a lot of bugs that people complain about, but I wipe out my neighborhoods and start over fairly frequently. So I have never gotten anywhere close to a BFBVFS.
But it is like that for most games though. People complain about bugs in KOTOR and KOTOR II and I have only experienced ONE.

It's always possible it's broken in some cds and not others. My copy was a preorder, maybe different versions of the code was sent out?
Either way I would rather cheesecake = twins 50% of the time, than 100%

I think the gifts are always of an entertainment or electronic type department. Stuff that your sim may or may not already have. Microwaves and dishwashers aren't fun and every sim should have one anyways. =)
