Title: Bandatron on unowned normal community lots

To save me firing up my game again and wasting another half day waiting for it to load, can anyone recall what happens normally when you put a bandatron on a normal unowned community lot?   Do your own sims have to pay to use the lot, and do the townies also stand around wondering whether to buy a ticket like they do on an owned lot?

It has an "under construction" sign hung on it, and is non-functional.

The bandatron doesn't function on unowned lots because no one can set the price or turn it on.

Thanks :)  I was just pondering how to design the lot income rights hack for community lots.   Didn't want to mess up something that was already happening the way people wanted it to.

Lot ownership and income are already implemented in core OFB, no need to change this, I'd think.

The hack won't operate on an owned business lot, it will test for that.  So OFB-style owned lots won't be affected.

This will be useful on community lots that today can not be owned, like in uni hoods and vacation hoods :)
