That'd be the one, yes. And yes, spawn gun, I guess the official name is "NPC & Townie maker" or something like that. I think, but don't hold me to this, that it would be enough to use the gun on one local (of each kind), and then copy the tokens to other locals with SimPE. There doesn't seem to be any way to copy tokens from one neighbourhood to another, otherwise that'd be the best way, and like I said; creating tokens from scratch caused errors (and I did copy them exactly, from raw data).

Do you think it is safe to add these tokens in manually with simpe, if I make them exactly like the tokens the non-custom locals have? I tired that. I copied everything exactly as in the test neighbourhood, but I got horrible errors on all dancing (and tai-chi). I think greetings worked. Use the townie gun. It's cumbersome, but it works (if you have the fix).

So, what is included in the "NPC family"? And what are "nameless" NPCs? The NPC family is every sim included in the 0x7FFF "NPC" family. You can find them listed in SimPE, or an Ingelogical shrub. The family can be relabelled in SimPE to be easily idenfiable, or else they will have some random stupid name from the first NPC to be lastnamed. "Nameless" NPCs are those who do not have proper names, merely titles: "Ninja", "Unsavory Charlatan", "Social Bunny", "Social Worker", "Repo Man", etc.. NPCs without names should be regarded as completely taboo outside of their normal functions. NPCs WITH names are safe to interact with on a casual basis, but those not from the base game may retain undesired behavior quirks if moved or married into an actual family. These quirks are mostly harmless, but may be annoying. Not just the nameless ones... The taxi driver and the Nightlife chef and some others I can't remember at the moment, do have names, but are not good people to mess with.

If I remember right Asia local must have golden gardening badge and bow / tai-chi tokens,mountain locals golden fishing badge and chest pound/slap dance tokens and tropic locals hang loose/hula dance tokens
They work perfectly fine without the badges.

Tried to answer my own question; checking SimPE revealed that they don't have the "learned [vacation action]" memories if you use Inge's teleporter alone.
I learned that the hard way too. You need the townie gun fix from the peasantry, and you need to use the actual gun, which is hell since you have to browse through every name in the neighbourhood to find the sim you want to move. You might be able to just move one sim with the gun, then copy the tokens to all the others in SimPE, but I don't recommend trying to create the tokens manually (that's what I did), even if you apparently make tokens that are identical to tokens from a test-hood, they still end up borked, and you get errors at the dances (can't remember about greetings).

Deleting all the lots in the program files lot bin when installing clean templates would cause this kind of problem, but a re-install would fix that. I imagine playing merged neighbourhoods might also result in weirdness. Also, there were like FIFTY Secret Society members, even with nodormieregen and nossrespawn. *Sigh* I'd assume this is normal game behaviour, as well. Does EAxis even care about the welfare of their opponents' computers?
The number of SS members is equal to whatever you've set "intProp maxNumOfVisitingSims" to.

On a side note: I went to the gamers secret lot and attempted to make small talk by talking about the gaming hobby to people. Half of the people in there aren't interested in gaming as a hobby. That, unfortunately, is perfectly normal game behaviour.

Screenies: The OFB ninja uniforms buyable by, so I've just re-categorized them to appear in Athletic as well as Every Day. Only the BV ninja is hidden, so I've unhidden it as well as re-categorizing, I haven't replaced those textures. They're all flagged so that townies will not be spawned in them. The first file is just a texture replacement that replaces the OFB "black" ninja outfit with your black texture. The same texture is used for both genders, adult to elder. It won't conflict with yours in any way, put if you use both the texture replacement and your recolours you'll have two identical outfits.

Same thing happens in my game. The fringe show before I place them, but once on the floor they vanish. I wonder if this is related to the graphics bug that makes the stepping stone "rug" lose it's 3D when placed.

I always weed out all the duplicate stuff that you don't want/need. Hence the "too much work". Beware when colour binning hats and weird hairs; if you don't change the flags, townies and NPCs will generate with the hairstyle. In an old neighbourhood I had a taxi driver and restaurant chef both wearing a modified knight's helmet.
Making a default replacement would be less troublesome, but you still have to change the category string for every age and every colour, and I'm lazy.
Edit: OK, I'm not quite as lazy as I thought. Default replacement version of black texture uploaded. Recategorized ninja outfits and headgear, available in athletic and everyday, both OFB ninja and BV ninja (unlocked) included in separate and clearly labelled files. Place in %program files%\EA GAMES\The Sims 2 [LatestEP]\TSData\Res\Overrides to avoid CC star.

The only thing I've taken out was the Perfect Plants by TJ because it is the only hack I could think of that might be borked by the new EP/SP/Whateveritis. I bet it does still work though, I just haven't tested it yet.
I forgot to take it out, but I haven't had any problems. The only very minor hack problem I have had is with uni_ltws_sns.package. Unnamed wantable wants are back, but they all seem to be solar panel/windmill related. It doesn't break anything, it just forces you to guess what it is your sim desires.
