If the PC came with XP, usually there's backup boot discs that come with it - are you sure they're not around somewhere?
Otherwise, don't just spend the money - talk about your problem with the person at the computer store. They're usually pretty helpful (unless it's a big brand name place like Harvey Norman or Dick Smith) and they might be able to help you with your problem for cheaper than buying the Vista install disc.

I had something similar happen to me on a computer a few years back, and I think we were able to recover all the data by acquiring a new windows CD (don't buy one, borrow one off a friend) and doing a reinstall but not a complete reformat. If you don't mind losing all the data, I'd go down that path. Unfortunately, I have the horrible sinking feeling that this was a major symptom of the computer dying, however, and we ended up replacing it as a result.
Hopefully someone can lend you some more helpful advice!

Even if you delete the other hoods that come with the game, any custom hood you make will spawn the same townies unless you have empty templates. So if you made 3 completely different custom hoods, they'll still have the townies that come with Pleasantview (Goopy etc). Empty templates and making your own townies means that you know they'll be different. So yes, you do have to go through this process even if you're going to delete the default hoods, unless you want the default townies.

I interpreted her request as possibly asking to replace the townies, but maintain her CAS families' relationships with townies... although she said that she wasn't that invested in the families.
Gracie, your way doesn't work, and if you don't mind restarting, (which you indicated in your initial post), then that's possibly the simplest way. You can also get the game to automatically generate a batch of townies with your default replacements (faces and names) if you want by clicking (or shift clicking, I don't remember) on the mailbox in debug mode. If you don't want to waste hours in CAS, you can do it that way.
But otherwise, stop being a whiny twit and leave.

My own wish is that there would be a big, invisible (to the sims) hand that the sims are aware of to smack them across a room when they do something stupid. A learning behavior might/might not be part of the scheme so that they'd eventually stop that behavior and find some other stupid thing to do. For example: Sim makes lobster thermidor when they're nearly broke and their hunger isn't very low. Smack! Eventually sim learns to make the lobster only when extremely hungry and can afford it. Either that or we could have fun smacking them around!
That sounds like Creatures, which is the game that got me into playing the Sims in the first place. Creatures are a lot less dumb than Sims, I think. It would make the game a lot more fun if we could slap some sense into them when they're jumping about and whining about fires. Who DOES that? Either you leave, or you try to put the fire out! You don't jump around and complain! (I realise there are hacks to fix this, but it seems like dumb programming to be there in the first place).

That would be cool, but I'm sure they'd screw up the stats on that and it would either be an impossibly low percentage, or else a 100% chance. "More Romantic Than You" bed will accidentally be enabled for use by children. EA will panic and fix this in a patch, rendering it impossible for anyone to use it at all, meaning that it has become totally pointless.
