I put the awesome mod in the packages. I put the framework in the sims3 folder. I put d3dx9_31.dll in the bin folder.  what else do I need to do?

Because you're missing a framework component. There's a step-by-step tutorial at MTS, check that you've done everything properly before posting here again.

Ah, now that's the rub. You'll find the general consensus here is that it is because you are stupid. Evidence to support this theory can be found in
1. Your inability to use correct punctuation and capitalisations.
2. Your failure to operate a search engine.
3. The fact it doesn't work.

Information on installation of third party mods and objects can be found elsewhere. This is not a noob site.
