If so, it's your video card choking, probably because you either have too much stuff in your neighborhood, or you messed with your camera settings to see more of the neighborhood. I have that sort of thing (black roads, black terrain, weird colored walls) from neighborhood view all the time when I set Lighting to high.
If the glitch is there when you actually load the house, then it's something else and I have no idea. I decided to retrace the area with the wall tool (deleted it), then rebuild that one area. It worked oddly enough.
