You should probably just delete your packages folder and never look back. If you don't see it in the downloads thread, nobody has decided to share it. It takes just a few seconds to extract and combine the packages, so you could always download the Sims3Pack and do it yourself.

I believe rigs have to do with slots, which CAS items don't have. This explains why decorative-only objects didn't generally display borkage in-game after Pets.
