You aren't very observant, are you? He's been that way for nearly a week. Also, you can't congratulate people. Congratulations must be officially approved by the Senate.

It's just that I looked at who was online, and noticed his name was in blue...he's never been online when I've looked there till now, so how was I to know?!

So, Mr. Senator--is my congratulations approved?

No, it has to be carried in an official motion. Haven't you read the rules?

What I meant was:

Can you do this?
Senate proceedings shall be conducted as follows:

1. A Senator must propose a motion.
2. Another Senator must second the motion.
3. The motion will then be put to a simple Yea or Nay vote by the Senate until a majority is reached, or time elapses.
4. If the motion passes, it may then be Vetoed by El Presidente. ::)
