Difficult concepts, I know.  I believe what J.M. is trying to say, in reasonably clear English, as in the RTFM, that it stops sims from getting a random crush from the non-romantic action of chatting with them while in a tent.  I believe the implication is that it also does not do, and does not need to do, anything else.
