There's some hacky buyable clothing rack I have that allows you to summon any character and change their outfit. Downside is that you have to buy it. I think mine is Squinge, but I'm at work being stressed instead of at home playing. The clothing rack + the outfit, that is. A more fun method is to open a combination clothier and hairdresser. Suggest outfit, suggest makeover chair. Your sim gets money and you have one less ugly townie. Or one more, I used to give Goopy nasty makeup and a mohawk back when I played with the Maxis townies.

Only one I know of is by Christianlov (hacked clothes rack), though Squinge may have made one too.  And I think one of the hacks in dizzy's remix (found in Peasantry) adds that functionality to any mirror.
