No, your game just must be in Olde Timey Mode. In MY day, we didn't have snow days. We had to walk to school 10 miles, in the snow, uphill and against the wind both ways, while the Japanese would try to bomb us. AND WE LIKED IT!

Nah, they just seem to be sadorandom. I've only seen a snow day once, and I've got at least 20 families with kids and/or teens, if not more.
