Dylan here... to answer some questions.
How do I do it?: Pretty simple. I find the default game files using SimPE, extract them, create a brand new package file to throw the extracted stuff into, extract the images, edit them, import them, save.. It's pretty easy. If you don't change the filenames of the extracted files, it'll just effectively write over the defaults, while still being easy to get rid of.
Sharing: I've been going back and forth with this idea for a while, and finally decided that I would like to put my creations on the web. Kind of a scary notion if you're on the shy side like I am. I just don't know where I'll be putting them yet. I connect to the internet through my mom's computer, and the sucky firewall my Dad insists on (I use something else for my computer) won't allow me to publish a website from this computer. It's a no-prompt kind of firewall, taking matters into it's own hands without asking you what you want. ::) My firewall asks me what I want. Enough griping though.. I'll try to figure something out soon. I'm sure you'll hear my mom bursting with pride when I do. ;)
Notes: My replacement allows them to keep their original eyecolor, or use contacts (apparently) if you so please. I also fixed the alpha channel issue with teen female vamps.

If you package up a sim with a custom skintone in the bodyshop the skintone should be included in the sims2pack file. Not sure about the vamps though since you normally can't create them in the bodyshop. I haven't tried extracting an in-game vamp sim via sim surgery yet and seeing how they would show up in the bodyshop.
I suppose you could also just upload it as an attachment here, but I'm sure since it's a skintone the file is rather large.

No no no no! No exchange! You can't make me do it!... *composes self* ahem...
It's about 11,200 KB... It's not actually a skintone, it's a full body tattoo. Compare this to my alien default skintone replacement, which is about 90,800 KB.
I didn't think we were allowed to upload that kind of thing here? I mean... There are no specific rules against it, but it seems a little... presumptuous.
