Monique already has a no water balloon fight hack over on MTS2 as part of her 'no autonomy'  hack set.  As for the fishing, just get rid of the pond. :)

Try "nopedostalkers", which should largely eliiminate inappropriate socializing in general. Let me know if you witness any other inappropriate behaviors.
