Is there a way to undelete deleted characters?

1) turn them into townies with a utility like the Transporter Plus bush, Insiminator, or enabling testing cheats

Does that go for deleting them from the bin in Body Shop, or just in CAS?

I believe it is just from the SimBin in neighborhood view.

As the bodyshop and CAS premade sims don't have any info attached to them yet (mystery sim memories, relationships with roomies/welcome wagon/gyspy, or personalities and LTWS yet)
