This isn't related, but if something has caused your employees to be sitting around being useless, they won't get reassigned to anything, which eliminates the random chance that they MIGHT be assigned to something useful. But wrong.

Maybe you should go get this hack conflict detect tool and check if you don't have a hack conflict:  http://www.simwardrobe.com/
