RGiles has some good tutorials to that effect, if I remember correctly. Some skins have bump maps, some don't, although you can add them with SimPE.

Also, the bump map changes the way in-game lighting interacts with the object. You can make a skin appear to have small bumps or indentations, but for anything that doesn't require close examination to see, you'll need to edit the mesh. MTS2 is really the best place to go for this kind of stuff.

Is it possible that your graphics card isn't capable of rendering bump maps? Many cards can't show them.

Back to the original question: No, you cannot change the shape of an object by modifying the normals.  The normals only affect shading.

If you want to change the object's shape you need to modify the 3D mesh.
