AFAIK from only having the base game registered on TS3, the 'social' aspect of Sims works properly. Not sure about Simport, waiting until I have a proper version of it to test.
Custom Content made since they changed Rigs should work unless they modify things, like scripting mods or tuning mods of things that were changed.

As long as you have SHT registered you can Simport with others. You can even have an account with SHT being the only game registered to that account and it'll work.
ETA: Does anybody have an arred copy of SHT yet? I saw one posted on Piratebay. My game is such a mess though that I did not dare try it out. You won't be able to Simport with it but at least you'll be able to explore EP.

No, you must have SHT registered. Say for example you and your partner both play the sims. Each of you need to have your own copy registered to your account to be able to Simport with each other.
