This has been bugging me for a while but I've never gotten around to asking anyone about it.

OK, sorry. One of my mods has unlocked it (it doesn't show up in an un-modded game). Finding out which now. Yep. It's Buzzler's Build/Buy Restriction Choker which makes it available.

That's what I thought at first, but it's a WA item, and sculpting came with AMB.
