CrAP frying graphics card.

On another site, a user has asked about CAP overheating their graphics card.
Any ideas on why this would happen and any idea on how to fix it?
The PC specs are high and the graphics card is an AMD Radeon.
She had a few crashing problems until I told her about the FPS Limiter here and now she plays without any crashes.
She has tried EA and they couldn't answer her question.
She has looked through other forums too.
I searched here but I couldn't find anything related to CAP and graphics cards.

Perhaps you could, I dunno, post your specs rather than have us take your word that you have a good computer. Also, normal people manage to write in paragraphs.

I would post the specs but it's not my PC that's having the problem.
I will ask about the graphics card and then post back exactly which one it is.

Ok, I searched for her original post, back when her pc was crashing, because her specs were posted. Rather than copy and paste everything, her specs are here

If any game or application causes the graphics card to work too hard, such as an unlimitedTS3 running at 220 fps will overheat and fry a graphics card, irrespective of how good or bad, cheap or expensive, low or high end the card is or isn't. The best way to stop this is to use an fps limiter to keep the rate closer to an acceptable level, thus keeping the heat lower allowing the cooling components to work adequately.

She has the FPS limiter for the game. It's CAP that's doing it. Can she use it for that too?
