How can I make my CC show up in game ? (explanation for dummies is needed)

This question has probably been asked millions of times, I did a little search but couldn't find what I was looking for. Any help will be greatly appreciated. Well, here is my situation. I have TS3 razor version, fully patched with no cc (recently reinstalled the game, it's totally clean at the moment)
-I dont have any mods or hacks (yet) lol
-I don't have any EP's or SP's
When I put my cc including the store stuff and the other stuff downloaded from various sites, the launcher installs them without any problem but when I get in the game non of them are there. (I put the resource.cfg in the right place) What's wrong ? What else should I do?
(I haven't been playing TS3 since almost a year, bec. of my older-than-my-granma laptop. Now I got a new one but as I see CC stuff don't work as it used to before.)

- The "right place" is : F:\Games\Electronic Arts\The Sims 3 (as far as know) - where the mods\packages folder exists
- I have windows 7 64bit
- I dunno ! Is there another way to install cc? When I click on the packages it directly opens the launcher.
- obviously no lol

Yes, it has. Here's a hint: Think of a place where people might post cc for others to use. Perhaps there is a thread in that place. Perhaps there is yet another that might be of help in a particularly awesome section.
Also, you are doing it wrong. A lot of things can change in a year.

That "right place" isn't generally used much anymore, although it works, if you don't fuck everything up which many people seem to do when they reinstall, the new method EAxis introduced just before AMB was released is much easier.
You were asked about your configuration, not your OS, what OS you are using is really irrelevant.
Why are you clicking on package files to install them? The launcher is only needed to install sims3pack files, but even then there are ways to install those files without using the launcher.
