And because they're stuck, the game slows down terribly. I understand this is a routing issue, and I have tried to fix it, but it still persists.

Is it at a spot she hasn't covered?

If not, move the copy file out of the world folder and into some other backup folder so the game cannot mistakenly read it. Then if it persists try a new save. Also, try doing, "resetsim *" in your current save.

It's at the spot that was supposed to be covered, and I deleted the original fucked up file all together and made a copy of it elsewhere on my hard drive. Creating a new save doesn't work, and resetting the Sims only temporarily relieves the problem.

Is it possible that this is a portal? All the sims stuck there are NPCs, and after taking another look, that isn't the spot that routing fix was targeting.
