For four sim weeks. But just now two special seeds appeared next to the cemetary, so that's proof they do come along eventually.

Quite of special seeds spawn around the amphitheatre.

OK, as soon as I was done asking, special seeds started materializing all over the place, and now I've found at least ten of them next to the cemetary and the amphitheater. So, yes, they do exist in Twinbrook  :D.
