Vacation lots are hood deco now?

As you can see here, when I bulldozed / modified some lots abroad, they appear to be uneditable
I cant destroy, edit or move lots that I should be able to.
Can I get them back? Anyone else had this?

Click on the lot icon (park bench). There should be a button with a lock on it. Click that. Now try bulldozing.

They no longer have one, as per the picture. Some do however.
Picture updated.
In live mode it still acknowledges them as in "Travel to Barbeque Area" or whatever.
EDIT: Just looked at my save file. France package file has bloated to 4754 kb. Egypt and China are a mere 733 and 799. Odd.

IIRc, bulldozing lots on vacation hoods is not advised. Only manual deletion of their contents.

UPDATE: Seems to have resolved itself, after going back to an earlier save which I could have sworn didn't work the first time of asking. Meh.
