Direct X 9 compatable graphics adapters?

So, I'm kinda doing this for a friend because he doesn't have internet access right now and is freaking out.

When his computer crashed, they installed Windows Vista on his system instead of the old XP. Now Sims 2 refuses to work, as do a lot of other programs. Is there a way to force Sims 2 to work on Vista, or a way to get rid of Vista and put the old system back?

He tried that already. It didn't have any effect whatsoever. I read something somewhere that Vista was telling the drivers that there was no directx on the system, and that it couldn't tell that the drivers were updated. Basically he wants to get either make programs work on Vista or get rid of it, and it'll take awhile to reinstall windows again.

I can't recall having to do anything at all to make Sims 2 install on Vista. Vista 64-bit at that. You know, besides running the installer as administrator.
