Is there any way to permanently snuff the population?

Quests only use existing people, they won't spawn more people. NPCs always spawn whenever the game feels like them, and preventing them from doing so will bork the game in most cases.

Well, you can prevent townies by deleting all beds and cribs from the empty houses after nuking the neighborhood. Maybe if you don't install any of the rabbitholes, ever call the maid, or cause a fire.  :P

I've tried the scenario the OP describes and it gets boring pretty quickly. After you skill up, what then? Gardening is only mildly entertaining.

Much better to do an Adam and Eve and Ted and Alice scenario.

Omega Man is no fun without a balcony and a high powered rifle.
