Charisma skill stopped building??

I'm playing my legacy family, on to the third generation, and the current heir's charisma skill has stopped increasing. He is just about to hit level 5, as in the little green bar is right on the edge, but every time he goes to skill, he does it for about two seconds and then cancels himself out of it. I'm very confused, and as his lifetime wish is to become leader of the free world I kind of need this skill.

BTW: I have Indie Stones mod installed if that means anything.

Do you get any sort of popup message notifying you that your sim needs to meet more people and/or make new friends? There are caps at certain points in the charisma-building process that require your sim to meet more acquaintances and make more friends. Try that, and see if it works. Maybe you just aren't getting the popups like you're supposed to.

Gastfyr:
If you mouseover the skill in your skill pannel, it will tell you how many friends and aquantances are needed as well as how many you currently have.  I believe this information is also viewable in the skill journal.  If that's not the problem, I'm not sure what it could be.
