Try this. 

1 -> ctrl-shift-c, enter "boolprop testingCheatsEnabled true"
2 -> shift-click on any Sim on the lot
3 -> click Spawn...
4 -> click More...
5 -> click Break Suppressor
6 -> ctrl-shift-c, enter "boolprop testingCheatsEnabled false"
