Not sure if this will help, but there's a new handy-dandy tutorial for basic core modding over at MTS now: http://www.modthesims.info/showthread.php?t=354419. Tells you what programs are useful.

And how do people know what objects and methods exist in the scripts?
Did you even read the forum from which you got S3PE? There are very easy-to-understand instructions there for making a mod package.
