Yes. Your computer has no graphics capability and cannot be used for games. Don't even bother.

Apparently, unbeknownst to me, my Thinkpad actually has a Radeon inside it as well as a crappy onboard graphics card - if I hadn't reformatted, there was apparently a utility in Vista to swap from one to the other for gaming. If your computer has that, you probably need the frame limiter.
