ETA: I changed the language and suddenly it's available. Not that it matters cause I don't have enough sim points.
EA have changed their terms and conditions, now if you try to purchase from a different country than where you are registered you get the baby error. This means now that people who live outside the USA cannot change thier langauge settings and get the car downloads etc that we used to be able to. You can still download previously owned items no mtter what your language settings are.

Put the .world file in your folder where Riverview and Barnacle Bay are installed (Documents\Electronic Arts\The SIMS 3\InstalledWorlds)
