As an auto insurance adjuster, I can tell you.
Adjuster: "So, how did this all happen?"
Policyholder: "Well, I was going to the theatre & was trying to pull up to the curb, but this guy was parked illegally so I couldn't avoid hitting him."
Adjuster: "I see. And did you apply your brakes before the collision?"
Policyholder: "No, I didn't have time to brake before I realized that he was parked illegally."
Adjuster: "And when did you notice that he was parked illegally?"
Policyholder: "When I hit him."
Adjuster: "I see. So, did the police respond to the scene?"
Policyholder: "Yeah, they wrote the guy a ticket for illegal parking."
Adjuster: "And did you receive a ticket for anything?"
Policyholder: "Yeah, that idiot cop gave me a ticket for 'unsafe movement'! I don't know what that has to do with anything, the other guy was parked illegally!"
Adjuster: *headdesk*

My Klepto sim stole a car.
The funny part was that the game advised sending it back via mailbox.

Not quite as difficult as fitting a car in a mailbox, but I had a sim rummaging through bins. By the time he'd collected every gem and metal, purely through rummaging, he'd also found three of these:

The Tardis is bigger on the inside than the outside. Obviously, sims use a Gallifreyan trash can. These things are easily explained if only one uses logic.
