If you really want to test the gray hair, why not spawn with an elder male? I've had mine have 3 kids with an aged elder (as opposed to a CAS elder) and one was born with the mother's hair; two were born with reddish hair. I think he had reddish hair when he was an adult, but he had a buzz-cut so I couldn't tell.

I haven't tried to spawn with a CAS elder.

Some totally non-rigorous empirical evidence that twins don't inherit hair color properly:

Easily accounted for by 10% mutation rate

The problem in this case is, according to our experience with TS2, all* CAS sims are homozygous.

The problem with this statement is that it is entirely possible to make heterozygous sims with CAS in TS2. You just have to do it right.

All things considered, I think Chernobyl Sims is a bit much. The idea of random mutation is actually kind of exciting, but there's no way it is or should be ten percent. If an average player spawns four kids per family per generation, that means two out of five families will have a mutant in their midst. That's absurd.

In CAS, take 2 copies of a sim out of the pre-made bin, switch gender, hair, skin eyes on one of them and make a couple.  Use the pacifier to make a baby.  The baby will be heterozygous for hair, skin, and eyes but will have exactly the same facial structure as the parents.  Age the baby up to adult.  Delete the parents.  Rinse, repeat.

I made a grey haired elder male and a blonde young adult female.  (By the way, the game wouldn't let me make them spouses in CAS, which needs to change).  I got the girl pregnant.  Then I let them be while I played another house.  Their daughter was born with grey hair.  It was really disturbing to watch a grey haired kid wander around.

I've been playing Moody's and my self-sims lately.  Moody's hair is dark brown, while mine is all customized to try to simulate a blondish-brown (except in play it actually looks kind of reddish).  Anyway, we had six spawn.  3 had dark brown hair, 2 had my custom hair, and one was blonde (which I assume was from the blonde in my custom hair).  Bizarrely enough, the eldest 4 (who are now either teens or YAs) inherited our hair styles as well.

I found it interesting that body types seem to also be passed on.  Of the 4 eldest, 3 got my rather hefty shape and 1 got Moody's slender build.  I'm a couch potato, so exercise is out of the question, but I bought an increased metabolism for my 3 hefties and took them to the gym.  All three have slimmed down and muscled up nicely.  I do have to take them to the gym at least once a week to maintain, though, or they gain it back.  I got the Body Sculptor for myself, which slimmed me down.  It was interesting -- I was actually rather disturbed and uncomfortable with how "I" looked.  No worries, though; just like real life, my Sim gained it back.

Eye color seems to have a chance at being mutated as well. I only tested this in CAS, however.

I took a male and a female adult in CAS, gave both of them the same blond hair and dark grey eyes, then I went to the play with genetics thing and after having hit the button quite a few times I noticed a few kids with black or brown hair, and finally one with a bright blue custom eye color. There may have been other eye color mutations, but I didn't notice them until the bright blue eyes came up because the generated sim is so small in the Play With Genetics interface.

After that I took and just hit random a few times and noticed sims popping up with my custom hair and eye colors, so I'm hoping some of the randomly spawned sims in the game will have my custom genetics. What I'm really hoping is that randomly spawned sims will have the abnormal skin colors.
