Are you sure that all the noregen hacks you can think of is actually the complete set?
Look at the clean templates thread in Peasantry; there's a list there.  Make sure you have all current versions.

I did have all the noregen hacks, but the one that stop the locals was old. I forgot to update it  :-[.
I'll just keep the extra locals now that I know I won't get any more of them, thank you all.
