Mine still react to the weather. Or it at least pops up in the queue. So far I have managed to stompinate it before they all dash to the windows in the middle of doing normal things, like skillinating or making babies.  ::)

Antiweatherreaction doesn't eliminate ALL reaction, it just eliminates queue-stomping caused by weather reactions. If they're just standing there with dumb expressions on their faces and nothing to do, they still react.
