Burglar appears as walkby, WTF?

Yeah, I was just moving the Brokes in to their shiny new mobile home when I noticed a lady standing over by one of the other houses. A lady who happened to be wearing the Burglar NPC outfit/hat, which I'm pretty sure I don't have unlocked via hack (the only "unlock NPC outfits" thing I have in is Lord Darcy's for the Freetime careers.)
This was the middle of the day, and she wasn't exhibiting normal Burglar behavior, but I've never seen this before.
How borked is my game, exactly?
Edit: I suppose I shouldn't be assuming borkage just because something hasn't occurred in my game before. Eheh.

I spotted one casing out the J'Adore Bakery owned by the Jacquets, or whatever they call themselves. Game hasn't blowed up yet.

The only one I've seen so far is a townie who lives in my apartment complex who is a thief by profession. I was a bit confused seeing her in the crook gear.
