No. Deleting entire neighbourhoods is perfectly safe. Importing complete neighbourhoods is perfectly safe.
What is not safe is transferring sims that have been played in one neighbourhood to another neighbourhood.

Thank God. I was beginning to worry. Actually, I didn't really mean townies. I basically meant the binned Sims, like the tards I can't stand having in my game. Thanks for clearing that up.
