Most likely, you have some other program that utilizes that key combination 100% of the time, so that when you input it, your computer does something in that other program.

If you have an HP, you need to disable the hotkey for HP HealthCheck because it overrides ctrl+alt+c

You need to REFORMAT and REINSTALL THE COMPUTER to remove all the HP embedded spyware. In fact, because they partition your drive really STUPID, you have to repartition the entire drive. Anything else is just a panacea. Accept no Kewian-based substitutes!
